ዝ . Sir,

To Secretory of State No.379 of

the 4th October, 1921. From Secretary of State No.389 of

the 25th November, 1921.

"Enclosure 1.

HONGKONG.

12th June, 1924,

With reference to the correspondence noted in the margin, I have the honour to inform you that in a letter dated the 5th December, 1922, the Warden of St. Stephen's College informed the Government that the Council had passed two resolutions to the effect that the site at Deep Water Bay was unsatisfactory and that application should be made to the Government for a site at Stanley. These decisions were arrived at after much consideration and after several possible sites had been examined.

2.

Subsequently a letter dated the 21st December, 1923, was received from the Werden, of which

I enclose a copy, applying for a site at Stanley. This land formed the Military Cantonment in the early days of the Colony and was so unhealthy that it had to be abandoned. Except for a fishing village and a police station it has not been used as a place of residence since but there is no reason to suppose that under modern conditions of building

The site is and sanitation it will prove unhealthy now, an excellent one close to the main road on a low hill

between Stanley Bay and Taitam Bay. The War Department made over the land to the Colonial Government in 1913.

THE RIGHT HONOURABLE

J. H. THOMAS, M.P.,
